SIRA-Approved CCTV for Schools, Nurseries & Colleges in Dubai
SIRA’s Preventive Systems Manual, approved under Administrative Resolution No. 13 of 2025, sets out exactly where educational facilities in Dubai must install CCTV — and the image quality each camera must deliver. Separate specifications now apply to nurseries and kindergartens, schools, and universities and colleges, and all three include cameras inside classrooms.
Inditech Middle East is a SIRA-certified CCTV company in Dubai. We survey your premises against the manual, design every camera to its required view class, install the system and manage the SIRA audit and approval — so your institution passes inspection the first time.

SIRA View Classes — Area by Area
SIRA assigns each area a view class, a defined image-quality level. A camera’s megapixels alone don’t guarantee compliance; placement, lens and distance decide the class achieved.
Chapter Eight of the manual covers educational facilities — institutions providing education and training to learners of all ages. Every covered facility must meet two sets of requirements:
- Video surveillance (VSS) requirements — cameras in each specified area, at the required field of view.
- Other security requirements — 24-hour security guards and a SIRA-approved system health monitoring service.
Area | Required view class | |
|---|---|---|
Main entrances | Identification | |
Reception and cashier desks | Recognition | |
Washroom and changing-room entrances (never inside) | Recognition | |
Emergency exits, lifts, lobbies and stairs | Observation | |
Corridors, classrooms, labs, clinic room, stores | Detection | |
Outer walls and external perimeter | Detection | |
Playgrounds, sports fields and pools | Monitoring | |
Vehicle entrances | SIRA -approved ANPR | |
Schools typically also need a SIRA-approved system-health monitoring service, licensed security staff and ANPR cameras at vehicle gates.
What the New SIRA Rule Requires
Every educational facility needs a SIRA-approved system, a SIRA audit and an NOC. Systems installed a few years ago are often not compliant, because they were not designed to today’s view classes or connected to Video Guard.
Schools
Key coverage areas include entrances, reception, corridors, classrooms, labs, clinics, perimeters, playgrounds, and vehicle gates.
Colleges
Key coverage areas include entrances, lecture halls, labs, libraries, car parks, and perimeter.
Nurseries
Key coverage areas include entrances and drop-off, activity and play rooms, corridors, and outdoor play areas.
CCTV Requirements for Schools
SIRA required CCTV coverage for Schools includes:
- Entrances, emergency exits, corridors and lifts
- Classrooms and other areas specified in the school requirements
- External walls and perimeter
- Storage rooms, where applicable
- Safes containing cash or important documents
- Men’s changing-room entrances
- SIRA-approved ANPR cameras for vehicles
We pair entrance cameras with access control and gate barriers, and supply SIRA-approved ANPR cameras for vehicle gates.
CCTV Requirements for Universities & Colleges
In addition to common entrance and circulation areas, the manual specifies coverage for:
Classrooms and laboratories
Sports fields, swimming pools, playgrounds and event areas
Clinic rooms and rooms for people with disabilities
Large exhibition halls
Storage rooms and safes
Men’s changing-room entrances and external perimeter
SIRA-approved ANPR cameras
Universities and colleges follow the same 21-area specification as schools — including classrooms and laboratories at Detection View, sports fields and pools at Monitoring View, safes and changing-room entrances at Recognition View, and SIRA-approved ANPR at vehicle entrances. The one difference: file and equipment storage rooms are listed without the “if any” qualifier, so plan for them on every campus.
For large campuses we design scalable NVR storage and a central monitoring room, with multi-building viewing for security leads.
CCTV Requirements for Nurseries & Kindergartens
Required coverage includes:
Entrances and emergency exits
Corridors, staircases and lifts
Waiting areas, reception and cashier desks
Inside classrooms and outdoor play or event areas
Washroom entrances and external perimeter
Vehicle number-plate recognition (ANPR) cameras approved by SIRA
Outdoor play areas must be covered at Detection View — a higher standard than the Monitoring View required for school sports fields. Small children in play areas need closer coverage, so camera count and placement matter.

No. The manual specifies washroom entrances only, at Recognition View.
A SIRA-approved service that continuously checks your CCTV system is online and recording. It is required for all educational facilities.
Not necessarily. Most older systems lack classroom coverage, Identification-grade entrances, ANPR or health monitoring. A gap survey shows what to upgrade.
